suspecteverything Jullien has various mental powers and telepathy related skills. The ones that could affect other characters include...
A) Mental Projection - Jullien can essentially project his voice into other character's minds.
B) Picking up on Feelings - Jullien's telepathy allows him to sense feelings from other people without really trying. They can be subtle or rather intense and can include a general sense of a person's character.
C) Identifying Lies - In combination with picking up feelings and his general mind reading, he can easily identify any lie that's told to him.
D) Mind Reading - Jullien can read other character's minds, both intentionally and unintentionally. Personally I don't think I'll be using this much since I find it hard to keep up with and play accurately, but just in case, here it is!
Please let me know whether you are okay with a skill (yes) or not okay with the skill (no) being used on your character. If you want to be more specific or have some limits, let me know! Generally I ask before using anything big anyway.
Also... Be advised that Jullien is an asshole. And extreme asshole. He will purposefully key into anything that seems to bother your character and needle that point just to tick them off. Give him the ammunition and he's going to use it to the full extent he can. As such, so I don't upset anyone, I am only tagging with a limited number of people who I know will not be upset by Jullien's personality. If you really, really want to tag with Jules and aren't going to be offended by him, let me know.

Okay with picking up on feelings: Yes, though Foster has low empathy, low emotional threshold, and anhedonia, so other than self-loathing, occasional bitterness, and "pain = exhilaration and validation," Jules may not pick up anything at all.
Okay with identifying lies: Sure, although it's mostly "Foster lies to himself." Karako can't really lie because he can only communicate in honks.
Okay with mind reading: Yes! Foster is actively psychotic and that may be sort of a Thing if he does. Karako is an alien but god knows anything's gonna make more sense than "honk."

Okay with picking up on feelings: Yeah, though Legion is ... weird even before you consider the fact that they're a machine, so I'm not sure how effective this would be.
Okay with identifying lies: Sure, though Legion isn't much of a liar anyway.
Okay with mind reading: Would it work on a machine? I'm fine with it, though Legion is literally a composite of 1,183 different minds all talking at once, so it might not be fun for Jullien.

i'm 100% down for threading with jules with either of mine, they are both pretty impervious to assholes in different ways. jester kind of barrels over whoever she's talking with by being ULTRA POSITIVE, while klaus is just basically used to people being a jerk to him (see: his entire family). he's more sensitive than jester in some ways but he can deal, basically, and also can be a jerk right back a lot of the time, so.
